Chandigarh, September 22, 2022: On the ongoing debate over the cancellation of the Special Session of Vidhan Sabha, Bir Devinder Singh, former Deputy Speaker, Punjab Vidhan Sabha came in the defense of the Punjab Governor Banwarilal Purohit.
Commenting on the issue, Bir Devinder said the Governor of Punjab has not done anything wrong by recalling his order of 20th September 2022 regarding summoning the Sixteenth Vidhan Sabha to meet for its third Special Session at 11.00 A.M. on 22nd of September 2022, when a glaring incongruity with legal susceptibility was found in his order, lacking appropriate comprehensive legal provision in the Rules of Procedure and Conduct of Business in The Punjab Legislative Assembly.
"The Governor of Punjab has shown great magnanimity to first admit the incorrectness of his earlier order and subsequently pass a fresh correct order after rectifying the fundamental error. And thus, the Governor of Punjab being the Constitutional head of the State has very timely discharged his constitutional obligation with abundant precaution and adequate rapidity," expressed Bir Devinder.
"It’s unfortunate that the Council of Minister Punjab led by Bhagwant Mann has attempted to pervert the office of the Governor Punjab by seeking his nod for the Special Session of the Punjab Legislative Assembly that was legally untenable through a move that was politically naïve and inappropriate. After all where was the pressing emergency that occasioned to call a Special Session of the Assembly merely to pass the ‘confidence motion’ having unknown solitary interests of Kejriwal and most ironically none of the 18 Ministers, including Chief Secretary and Secretary to Government for for Parliamentary Affairs, Punjab; thought it appropriate to look in to the pages of the rule book of the Punjab Vidhan Sabha : The Rules of Procedure and Conduct of Business in The Punjab Legislative Assembly to make the move legally sound and justifiable," he added.
"I would rather wish to thank the Governor of Punjab. Banwari Lal Purohit for saving the grace and constitutional dignity of the ‘House of Legislature’ of Punjab from becoming the Theatre of Absurd.Arvind Kejriwal must stop using Punjab, as the Playhouse of amateur comical artists’ to fulfill his misplaced, hollowed political fantasies. And ‘the Copycat Chief Minister of Punjab’, Bhagwant Mann should also stop forthwith, marketing and caricaturing the ‘Delhi designs’ in Punjab, to accomplish the National Ambitions of Kejriwal, at the cost of the State exchequer of already hugely robbed Punjab," said Bir Devinder Singh.
